A key consideration of any Government or not for profit facility, site, or asset is its governance and the way it is programmed and managed to ensure it is aligned with the core values and responsibilities of the organisation itself. To this end, it is crucial to ensure businesses, organisations, or services, have a clear vision or desired future; a mission which identifies what it does and who for; and its core platforms or objectives and how it will achieve them.

Once the above has been established, several options exist in regards to the best fit for governance and management to include:

  • Leases / licences / permits

  • Committees of management

  • In house management

  • Outsourced private

  • Public Private Partnerships (PPP)

  • Build Own Operate Transfer (BOOT) Schemes

  • Anchor Tennant who then sub leases (normally within an agreement)

Our Approach

Understanding the different management options is explored by our team and revolves around the ‘rationale for service delivery’. This includes an assessment of the purpose of the organisation or service from a subsidised public service through to a commercial operation which is reliant on profit.

We then assess the various management options to include outsourcing to the community, managing in house, or outsourcing to the private sector, or potentially a mix of the above. We then assist clients in the procurement or contractual process and in many instances have sat on procurement panels to assess the best fit for a particular service or facility.
